The project: We are delivering a landmark national infrastructure programme in Lisbon - a multibillion‑euro, multi‑modal transport investment that will shape the city for generations. To support this work, we are seeking an experienced Cost Manager to provide technical expertise across all costs estimates and control aspects of the project.
You’ll be responsible for:* Managing feasibility studies and advise on procurement and value strategies.
* Overseeing estimating and cost‑planning to deliver final cost plans.
* Managing full procurement and contract preparation processes.
* Supervising contract documentation and compliance.
* Ensuring accurate valuation, cost checks and reporting.
* Assessing variations, changes and contractor claims.
* Supporting completion and final account agreements.
* Mentoring teams and drive continuous improvement and sustainability outcomes.

You’ll need to have:* Proven experience delivering high‑quality cost management services on major projects.
* Strong background in cost planning, budgeting and estimating.
* Excellent negotiation, influencing and communication skills with the ability to engage stakeholders at all levels.
* Strong understanding of cost, programme and risk implications.
* Experience working with various forms of contract and methods of measurement.
* Knowledge of BIM techniques and digital cost‑management tools.
* Strong analytical capability and commercial awareness.
